Robert H. Dean, Jr., CPA/MS

Director of State Services

Mr. Robert Dean is Director of Kelmar's State Services. Mr. Dean holds a Master of Science in Taxation from Bentley College (now Bentley University) and a Bachelor of Science in Business Administration from Suffolk University. He is a Massachusetts Certified Public Accountant with more than three decades of auditing experience, including unclaimed property experience since 2007.

Mr. Dean joined Kelmar in 2007 as Director of Compliance Services, overseeing teams that perform general ledger unclaimed property examinations. Leveraging his extensive unclaimed property compliance expertise and management experience, Mr. Dean took on a new role as Kelmar's Director of State Services in January of 2019. In this capacity, he is responsible for ensuring all Kelmar client needs are addressed, service level agreements are met, the highest quality services are delivered, including call center, claims overflow, owner outreach, holder reporting, and information return reporting services. 

In Mr. Dean's previous Compliance Services role, he served as a resource for the strategic development of examination best practices and the creation and reporting of examination metrics. Mr. Dean facilitated effective and efficient state-mandated examinations of holders of unclaimed property and worked closely with Kelmar's Executive Management to develop improvements to the overall examination process. He was responsible for addressing complex holder issues, ensuring compliance with protocols, and overseeing all phases of an examination. 

Other Audit Experience and Government Service

Prior to joining Kelmar, Mr. Dean was a Director of Multistate Tax Services for a major Public Accounting firm. For a decade, he developed and implemented state tax planning strategies, was responsible for client and project development, as well as the delivery of state and local tax services to Fortune 1000 clients. He represented clients before state taxing authorities with respect to voluntary disclosure agreements, and obtained various rulings on complex matters from state taxing authorities in the New England region. Earlier in his career, Mr. Dean served the Commonwealth of Massachusetts. For 15 years, he held escalating positions within the Department of Revenue in the Sales and Use Tax and Corporate Excise Tax Divisions.
